Multi-Language Site Strategy

One of my clients has an English site ranking well for all it's main terms. It's been live for about 5 years and doing excellent. They are an international company, have reps working in many different countries, but now want to set up a Spanish language website targeting Mexico.

This is my question. From an SEO standpoint, what is the best way to do this?

1/ es.site.com
2/ www.site.com/es/
3/ www.site.mx.com

I want to make sure that search engines in Mexico spider the site and it gets indexed. Is it better to use a well off site or create new one from scratch to target a new country? I am pretty much looking to be just as successful in Mexico as in the US...and I think this is a very, very important part of it.

My vote would probably be for #3. With links between it and www.site.com, I would guess that the Spanish site should get PR quickly.
