Are there any online courses anybody knows of were I could acquire these skills?

Firstly, your online course starts here, soak up the knowledge of other enthusiastic optimisers.
DO NOT fork out $1000's for optimisation, learn it yourself and spend the money on something else. You could start at SelfPromotion.com, its a fantastic guide to get you started. Read EVERYTHING that you can and you will get an in-depth knowledge of how optimisation and web promotion works. After that its all really trial and error.
If you do have the budget, do not spend it on optimisation but instead try it in the Pay-Per-Click engines such as Overture and Google AdWords, these are great places to start and should provide a short term solution until you figure how to get your site recognised in the free listings.

This might be the first time I've ever heard that advice. In light of how the SERPS have changed so dramatically over the past few months, I'd have to agree with you.
One can get good at SEO by learning everything, but I think it takes someone who does this all the time to be great at it.
The same applies to PPC marketing.
The advantage to the above, is that while you work to get your site higher in the SERPS, you'll still have exposure though PPC.
By the time you have read the book and put all your knowledge into practice then you will find something new has happened and your technique will be partially outdated.
When I first hit the Marketing world 2 years ago I jumped straight into SEO and PPC both at the same time. I would use PPC to guarantee visitors (in which SEO doesn't if you don't find somebody reliable enough to do it) whilst I was learning SEO.
The only thing with PPC is to learn which way to go about getting results.

This should shed some light onto how I use PPC. Its a lot more in-depth to use than my post tells you but it should provide you with a starting block and some good advice.
The beauty of PPC compared to SEO is that you can control your positions to an extent. The downfall is that it costs.

It was my first resource where I learned about Search Engine submission, optimisation, etc, but that was a while ago.
There are problably many new informative sites out there that offer a guide to Search Engines and is probably outdated.
I always keep tabs on Search Engine Watch and internet.com.
