When Google does a crawl, does it count an Email link using the "mailto:" command as an outgoing link that drains Page Rank?

Hehe, now there's a question I never even considered, but I doubt it.

To be honest if your sites has so few internal links that it matters, you have bigger problems. If your site has plenty of logical internal nav and cross linking, and also includes some relevant links to external resources, then a single internal link would not matter much anyway.

Spend more time thinking about how to improve the site, and get more attention for the site. ;-)

The same as what caveman said on the PR drain.

Your main problem won't be G, it will be the spambots crawling your site for email addresses. That contact method guarantees a lot of unwelcome attention.

It's highly unlikely - 99.9% that it does not "drain" pagerank.

In fact "draining" or more like passing can only occur if the targer page was also crawled (which can't be done with mailto) - if its not crawled then nothing is actually passed. Those uncrawled links can however get synthetic rank that is based on ranks of pages that linked to it. Don't ask the details...
