we're revising our site with a new design, improved functionality and added features. when is the best time to SEO it? i assume it's after the site has been launched since much of it hasn't been developed yet.
FYI we've recently approved wireframes and are still about 30-35 days before we launch the first phase.

Basic site architecture with SEO-friendly URLs; a search engine and user friendly navigation system; allowance for optimized titles, meta descriptions and meta keywords (if using).
Is the main content positioned high up in the code? What does the content look like if it's linearized? Does the page markup allow for use of H1 and other H elements?
That's just a few things to think about before adding any content. I'm sure other folks will add to the list. Don't wait, be sure to get as much incorporated as possible before launch.
The best time for careful SEO thought is before the specs are even written.
When a site is planned from the ground up with good SEO in mind, you'll end up with better structured pages, better navigation, better everything.
Competitive SEO is often a game of inches. Some inches can be gained easily if you think about them during the early stages of development, often incurring no extra cost other than the thought it takes to do something this way instead of that.
On the other hand, if you don't think about SEO issues soon enough, some inches might be lost forever because it can be prohibitively costly to try to change the foundations after a lot of work has already been done.
