There are two different websites with two different language and SEO has to be done for both of them using same Titles, Meta Tags and Keywords.

So you have exampledomain1.com and exampledomain2.com. One is in English and one is in Spanish (for example). And you want to use the same Title tags, Meta tags, and keywords for both sites.

Is that correct?

a kind of, but here's the scenario..
One site has "www.example1.com" and another has "http://example2.example1.com"

And both of them have same content..so can both of them have same title, tags...?

They can, but what's the point? Actually, if they're the exact same content, what's the point in the subdomain at all? It's just duplicate content. Focus your energy on on one site.

Now, if the subdomain is a different language, then it's not the same content, and the titles, tags, etc. should definitely be different to reflect what is on that specific page.

The pages are in different languages, say for example dutch or in Spanish. I understand only English.
If SEO has to be done for pages with other languages that we know, what can be possible different strategies?
