What is the best way to structure meta keywords?

For example, if I want to use 'safari parks, wildlife parks, zoos' as my keywords, is it better to list them as phrases as they are or list all words just once eg 'safari wildlife parks zoos'.

Is there any difference between the two and could the first count as keyword spamming if you have a lot of phrases using the same word?

I always put them in like this:

"safari parks, wildlife parks" etc.

However, today this tag is ignored by Google and hardly used by the other search engines. I believe that Yahoo has a set of guidelines about how to use the meta keywords tag.

I think the first one makes sense as the second one could look more spammy. However as SEM4u said, it holds less significance these days.

From my point of view meta keywords have no value for seo (google).

but if you are going to use then first one is the right method.

I'd put just "safari parks".
Now start a new site ... "wildlife parks".
And another site ... "zoos".
