What got her going was the email below that she found in her mailbox that promised top placement on Google and Yahoo.
Questions:
1. Re the email below, is this a scam? Do you think they have "exclusive technology"? What can they do that I can't?
2. Is there any way I can get a modestly-trafficked private homeless agency on page 1 (let alone top) of searches for "keyword"?
The site's been up for over three years. I use keywords. We have a few reciprocal links but I haven't gone after these aggressively as there seemed no need to.

In this case, it's a load of cr&p - no-one can make promises like that on a general basis.
Let's face it, if both you and your rival site both took them up on it, they'd be lying to one of you.
It's a scam.
I just looked up one of their claims on google, and found it on 3,360 pages - OK, some were revealing the scam; but others were making the same promise all over.
The best way to get to the top is to build a better site; and learn here.
there's nothing wrong with using a professional, if your budget will stand it. But no honest SEO sends out spam emails with lies on them.
