My web site is only 2 pages in total. The first page is a sign up page which captures the users email address and sends them a free mini course autoresponder series. The second page is linked from the emails the users receives after signing up and is the full product page with purchase buttons. So my site only consists of 2 pages in total.

I have been told by the SEO compnay that they can run a maximum of 5 key words per page. (After I approached them about this).
The seo company has provided 10 keyphrases so far with number of searches per month. These are not the highy competitive phrases but more niche phrases that still have targeted traffic although not as much.
My problem is deciding if this is the correct way forward? How can I work out ROI from this?
Any other advice over the best way forward....

The advice to go for niche words was wise advice - provided the words are relevant to the service you offer. There's little point in getting people to your site, if they immediately leave disappointed :)
But your biggest problem is simply the size of your site. Two pages casts a pretty poor net compared to the thousands of pages published by your rivals - search for 'your' keywords, and see what you find ... does your site compete?
Based on what you've said, I'd immediately be thinking about:
1. Look for key phrases, not key words.
2. Is there a 'local' interest you can use (targeting one state, for example, can be 50 times easier than targeting the whole USA)
3. Content is King (Bill Gates 1996 - Essential SEO reading); no wiser words have ever been said on SEO. Put yourself in the minds of your target audience. Are they searching for a site to sign up to anything? I sincerely doubt it. Anticipate what they ARE searching for, provide that information, and once you have their eyeballs, you have a chance - no more than that! - of getting them to sign up.
4. If your business is an affiliate, search for others selling the same thing - and make sure your site is different - if there are 20,000 affiliates, your best and ONLY chance is to stand out from the herd.
