Imagine if you deliver a "trip to Mars", though there could be people who want to go for it, but wouldn't know or expect this service to be there. How do you target those people?
In my case, it is a city based service, I have thought of targeting local websites in a bid to promote the service using links and banner ads.
What do you suggest?

I would do some quick, down and dirty research, find a few who might be interested in the service, and once qualified as such, talk to them. Understand their interests, favorite sites, surfing habits, etc..
If the service is trips to Mars:
-- They may like travel.
-- They may like planes and aviation.
-- They may like space, weightlessness, sci-fi, science.
-- They may like thrills, speed, adventure.
-- As the trip will be expensive, your target audience will need to have a fair amount of discretionary income (lost of money). If they have lots of money, they are probably over 40 or have been successful entrepreneurs at a younger age, or have family money.
And so on.
Test a lot in the beginning, and narrow down over time to what works.
