Maximum Number of Pages for a Design Firm Site?

I've seen sites for design firms that have a separate page dedicated to every city in every state in the entire United States. The problem is that those pages generally have duplicate content, and are thus penalty bait. But assuming you could do proper variations of each page with new or effectively reworded content, is there a general limit on how many pages a design firm site should have?

I've never seen a "limit" per se on how many pages a site can have regardless of the industry. I have seen statements made that Google knows "generally" how many pages a certain industry should have and if you are grossly over that you will be penalized. I tested that hard and didn't see any penalties.

I have a few sites that are over 10,000 pages, but I only allow a few hundred to be indexed as I want to concentrate my PR and that has worked very well. Use the high ranking pages to get them in, sell them on our concept, and then push to the product pages.

It works well for us.
