Submitting Other Site's links

The ethical side of this question aside (no pun intended):

If I email some sites to have my link added to their pages, and they put it up, but these sites are so small or targetted that there's hardly any traffic, two questions:

1)will there be any advantage to this since these are PR0 sites?

2) what if I submit their sites to google to be indexed? does that make a difference?

The ethical element comes from the fact that most of the times the owners of the sites wouldn't care or bother to have the sites indexed (again, because it they're small sites that arent out there to grab traffic), but if all it takes is for me to go to google's page, type in a link, then I wouldn't mind doing that if there were some benefit.

(okay, to skirt the ethical element, I know I can always ask the owners permission to submit it to google. They probably wouldnt have anything against it).

What do you guys think?

You don't ever need to "submit" to Google. If you are linking to them it won't take Google long to find and index their site. Don't underestimate how active the Google bots are. They are MASSIVE.
