Say I have widgets.com and it ranks in the top ten of the search engines for keyword widgets. Now I put a 301 moved permanently to newsite.com. Will newsite.com preserve the ranking on keyowrd widgets?

Eventually, but you may have to live without it for a few weeks.
The waiting can be painful sometimes.
Note that you should contact any people linking to you so that they update their links just in case something happens to the origional domain, etc.
