Google will not manipulate their search results. But if you are not satisfied with your position you may buy some Adwords [webmasterworld.com].
Overture and Espotting are Pay Per Click engines that charge you per click to your site and putting you near the top of the list depending on how much you bid for a keyword. The higher the bid then the higher the position. They both work similar to each other but Espotting are European based.
Search Engine Optimisation is pretty simple - but broad, don't let people fool you that it is hard and trying to sell it to you... there are plenty of people out there ready to scam people which is why I urge people to take up their own optimisation feats. Read up in these forums everything there is to know about Google and optimising for Google. Please note that in doing this it is saving you cash on "buying" clicks.
It is basically making your site fit for the search engines algorythms (the coding they use to spider keywords, links, etc in your site). It is wise to learn as much as you can about how to optimise your site for Google and now is a good time as they seem to have thrown doubt about how they go about doing things.
Marketeeres and optimisers were getting too clever for Google so they shook the way they list the sites in a big way. They are trying to determine which sites are actually important to their surfers. Now the way Google do this has always inspired me, shaking their listings and trying their hardest to keep ahead of the spammers.
Overture have some tools to help you along the way with a keyword suggestion tool that is widely used outside of Overture.
I can't tell you exactly how to do it as there are so many different approaches, I usually say that your own approach is always the best way as you know your business inside-out.

In my opinion, a few things that Google will be tracking is that if there are two unrelated sites linking together. I think they will start spidering the links page more, spider over to your linked site and see if they link back. Using the algorythm then they would search for keywords that match on each site. If they don't and are not a related site of that of your link partner then you could be penalised. I have a feeling they will be concentrating most of their time on this compared to the other issues they had before last months major shuffle.
I have also heard a rumour about linking keyphrase "paragraphs", but this remains yet to be seen. I can't see this being beneficial for them as the spammers will just see straight past this and have a whole site of content that is linked - not to say it would make a site look naff.
If your at number 10 then that is great, you have already set a margin that some people just can't get for their major keywords. I can understand the fact though that you want to be higher, everyone wants to be number 1 ;)
All I can say is keep informed of every move with Google - they will, in my eyes, always be the number 1 search engine in the world for a long time... but that doesn't mean dedicate all of your time to them alone. Although they may bring you a high percentage of your traffic there is still a percentage that has gone unencountered for with "the others".
I think we will see some more major re-shuffling not too far into the future (like the next Google Dance maybe?), just keep your eyes peeled for the changes.
