What is the rules and regulations for Email campaign?

This would be the first on the list to research. You can find the answer to your questions here...

[ftc.gov...]

Have these customers signed up for your Newsletter or is this a first time mailing?

That's probably about average.

There are various third party resources out there that act as the "trusted link" between you the client and your recipients. Sending emails these days to 35,000 recipients in one blast is usually going to get you flagged somewhere, particularly with @aol, @msn, @hotmail and @sbcglobal accounts.

Since it took you two hours, that tells me that they were sent in logical chunks as to not upset the spam filtration devices out there. Large incoming chunks of email to users @aol or any of the others are always suspect.

You really need to get your users into an Optin environment. Using a trusted third party tool like <snip> or any of the others out there would be to your advantage. Especially with a list of 35,000. Keep in mind, that if you are sending under your domain, there are further risks involved. :(
