I have pagerank 3 website. I want to increase the pagerank of my site.

Will paid links work for me. If yes, how to approach for the paid links.

what kind of sites should i approach.

I saw in google many companies offers paid links for $25 will this kind of paid links will help my site to increase page rank or traffic.
