I am as mystified as others by the question (is there an emoticon for mystified?).

Each page needs a TITLE and, depending on the layout, an H1. These tell both the human user and the spider what the page is about. H2 tags are very useful if the page has several sub-topics.

I am not sure exactly what you saw. There are people who use multiple H1 tags on a page, others who try to put as much of their text as they can inside Hx tags. Both may well be considered abuse (I am not saying they are considered abuse, just that they seem too close to the line for my comfort).
