Should they be different?

Index page title is "Big Blue Widgets" (without quotes).
URL is www.bigbluewidgets.com

I read somewhere that this might be considered spamming by SE's. Any thoughts on this?

The site in question is #1 in the SERP's in Yahoo and MSN for the keywords "big blue widgets", but is buried in Google (#425)

IMO, the general issue you refer to is over use of a single kw or kw phrase. I personally believe that if the same kw phrase is used in a way the G deems as "too much", that you run some risk of not ranking for that kw. But there are lots of potential factors involved: title, META, Hx, internal linking, backlinks, etc.

I also believe that a similar thing goes on at Y!

But just having a title and domain in line would not IMO cause any issue at all. In fact I know it doesn't because we have successful sites that utilize that combination.
