Secondary HTM Header are importants?

I want to know if some secondary htm headers are importants.

Not including the secondary metatags "rating", "distribution", "copyright", "owner", etc can block get listing?

No.

The only tags I include is the description - The rest is all fluff....

I use the robots meta tag just to remind myself to do a noindex,nofollow when it's necessary - which is the only time it is necessary since index,follow is the default anyway.

I also use the meta description, about 25-30 words, and the keywords meta tag in a limited way, just for the primary keywords and fairly minimal in size.

It hasn't been firmly established whether or not Inktomi values it and there are differences of opinion, but I prefer to include it since there are places where there are specific instructions on how to do the keywords meta tag for Inktomi. And there can be other search engines that use it. Though they may not be relevant to us at the time, they may be in the future.

Pages can rank nicely without any meta tags at all, but doing them is actually good practice, both for honing in on exactly what the specific focus of a given page is, and also for writing good descriptions for directories.
