We need some advice on a particular sem campaign. We are currently developing a SEM campaign for a client who has just created a graphically enriched website. i.e. a mixture of flash, graphics, dhtml, js, etc. Since the site has just been created, the client does not wish to revise the site. Nor do they wish to pursue any paid listings. They only wish for organic listings.
So, our other alternative is to create a secondary website (search engine friendly) w/ new domain, and use that as the starting point of the campaign.. We believe we can create a robot.txt to block any spidering of the primary site, and submit this site in the process.
Our question is, would this be considered deceiving the search engines? Ostensibly, some content would be duplicated, however we're hoping that the other site doesn't get listed. I have asked some experts in the field, and they feel it's perfectly fine. But, some feeling inside me feels like it's borderline.
Additionally, we just ran a link popularity analysis, and found that the primary domain site has 300 external links.. Has any had any experience in migrating those links to a new website w/o having to contact the web administrator of the external sites? The two sites are under one IP address, and shares w/ no one else.
Any thoughts, experience, or ideas would be much appreciated.

P.S. we also considered paid inclusion and xml feeds, but they've "boo boo" the idea.
When I come across a client who has a website created by graphic designers educated from a Print background, I tell them straight forwardly that their website is more suited for print than for the web, then I tell them why (lack of indexability).
If they are too arrogant to understand that they have to do it the right way or hit the highway, they can take a walk.
I've made it a policy to only work with clients who understand and respect that I am exponentially increasing the amount of $ they are making.
The rest can be left behind, to their detriment.
