Best use of $1000 for website promotion

What woud be the best use of $1000, for website promotion?

If I have a small business website and have nothing more than a $1000 for a newly developed website, with the target market in the US and Europe, what would be the best use of this small budget of $1000 for maximum results.

It depends.

If only one or two key expressions then Google Adwords might be good.

However, if you have some time on your side there are a number pages that have good page ranks that offer very cheap advertising but it is very hit and miss and takes time
