I would say you are here. Take a look through the library sections of each forum. Things change fast, best practice now will not be best practice a week, as day or a year from now.
If you are after books, forget it. Onmce written and published they go out of date pretty quick in this fluid marketplace.

Resources I can think of off the top of my head (by no means a complete list):
Search Engine World [searchengineworld.com], Google's Webmaster guidelines [google.com], and W3C [w3.org] (for ensuring you produce valid code which I think affects your SE ranking). The list of resources here on WebmasterWorld is vast - you'll need to do some digging.
For fun, I wonder how the old "Thou Shalt Not [webmasterworld.com] thread holds up?
