Is this cloaking?

A keyword-rich intro page, with links to some sites...

Hi again. My boss(yet again) had this wonderful idea of making a new "intro" page with title, kewords and description tags "widgets", a huge(H1)"widgets" title and some links on the page to "blue widgets" and "red widgets". He wants this page to be #1 on the "widgets" SERPs, cause our actual sites are "blue widgets" and "red widgets" and altho we rank well under "blue widgets" and "red widgets" we don't rank that well under "widgets".

Is this cloaking?
Is this good?
Is this bad?
Is this penalized?
Am I nuts?(cause my boss IS and I'm STILL working for him)

If surfers and search engines are getting the same page it isn't cloaking, but if it's the entrance page to the site and all it is is links to other sites, what will it be good for?

Does your boss want to be #1 for widgets with Inktomi or Google or all the search engines? What's he gonna do with all that widget traffic?

He wants THAT bad to be #1 for "widgets", so after seeing some japanese(or chinese) pages rank #2 or 3 on "widgets" just cause the page's title/keywords/description tags are just "WIDGETS"(nd seeing that the pages are really selling "apples", only that their company's name is "widgets"). So he wants to have a tiny page, with a huge "widgets" title, "WIDGETS" as title/keywords/description tags, and VERY few links to our color widgets. He wants to be #1 in Google.

What's he gonna do with all that widget traffic?

We have many, many, MANY info on "widgets", "color widgets", "widgets applications" and such. Thing is, we're ranking well on every particular SERP, but on the general "widgets" SERP we're not. I already told him he's nuts, and he laughed. It's scary!

If you can imagine people linking to this site then go for it. On page factors help but they really need those link boost :)

Is the following acceptable or is it spam?
Suppose you have different pages:
www.site.com/donkey/
www.site.com/elephant/
www.site.com/chimp/
www.site.com/cockroach/
...all redirecting automatically to one page on another site:
www.anothersite.com/page1

If this is spam, which website is the offender?

Well, we have an "oranges" page that has 0 links and is #1, only with good keywords...
