I've been trying to get my site listed by google for months now.... no luck though... actually... I've tried to get 4 of my sites listed at google and haven't been successful on any of them... I haven't done anything wrong... no hidden text, spamming, or anything else that should be getting me kicked off.
Also... I haven't been able to submit to dmoz.org for the last 3 weeks... I get an internal server error from every computer I try (over 10 now in 8 different areas).
Also, can someone tell me if a site should include meta tags on ALL webpages of that site or just on the index page?
Excuse my inexperience in the matter.
Any help is greatly appreciated.

To get you site(s) in Google, they need to be linked from another site that Google has already indexed. I see you already know about dmoz. Once you get your site added there, Google will find it.
However, it looks like your having trouble over there.

Not sure what to say to that, sorry. I guess keep trying there. But in the mean time, you should try and find another site that will link to you. A good place to look is in dmoz. Try moving up to higher categories and look for specialized directories or other sites that have link pages. You should be able to find at least one that you can submit your site to.
You could also try searching in Google for "your keyword+add url" "your keyword+submit site", etc. and submit your site to these.

Meta tags aren't as important as they once were, but it won't hurt. Just make sure you use <title> tags on every page - with your keywords.
You've come to the right place to learn. You could lost for days, months, years...trying to read everything here (woops, don't mean to scare ya;) But seriously, a great place to start is at the link at the top of this post - lots of good stuff to get ya started.
There are at least half a dozen threads on the Directories [webmasterworld.com] forum about the difficulties of submitting to DMOZ. The concensus is to avoid those times of day that are working hours in both the USA and in Europe, I was able to submit one at 8 AM Eastern (US) Time.
As mona said, links are the most important thing for Google to give you a visible rank.
Search engines index pages, not sites, so you will need to optimize each individual page. If you decide to use META KEYWORDS use them on every page, and make sure they reflect the content of that page. The TITLE is much more important, once again (pardon the repetition!) it should be specific to the content of its page.
