Using outgoing links as meta keyword

does it make sense to use outgoing links as meta keyword

Hi all,

I have a directory site, containing 1000+ links to other sites. Does it makes sense to use the url's, for instance 'widget' or 'yahoo' as meta keyword? And if so, is this seen as spamming?
