1) Submission - I know Google is a no-go with submission software(and submitting manually ain't gonna kill ya)- but are the majority of engines safe to submit with with position gold etc, or not? If not,what are the ones that I
should definately avoid?
I was thinking of buying one of the following softwares for the search engines that don't come down hard on autosubmitters. Out of these, what is recommended (if any)?

Submitta (it's free! - The basic version anyway).
Web Position Gold - Most hyped
2) Checking keyword positions - same as above - how would I go about doing this for Google without getting in trouble?
3) Paid 2 click / paid e-mail - how effective is this with rankings on the various engines and does anybody use this method to generate traffic?

Submission: Submit to the ODP, Yahoo, Zeal, Looksmart, and other directories as desired. Search engines will find your site without any submission at all; just get a few good incoming links from sites they already know about. Repeat submissions are a waste of time. Note that the Search Engine Submissions forum here at WebmasterWorld is deprecated. I created a site last year, submitted it to ODP (and nowhere else), and it was listed and ranked very, very well "everywhere" within 90 days, just from that single submission and the few initial incoming links.
If you are in a big hurry to get listed, consider the various PFI (Pay For Inclusion) options offered by various search engines and their marketing representatives. Instead of waiting weeks or months, you can shorten the time to days - for a fee.
Alternatively, if you are in a very competitive area and your site is not easily-optimizable to rank well, you can try the Google Adwords CPC and Overture pay-for-placement options.
Position checking on Google: Manual, or a very-carefully-crafted script designed to simulate a human checking a few terms infrequently, irregularly, and randomly. I do it manually by clicking on links in a hyperlinked document - but only once a week. PageRank- and position-checking are not the main focus of my activities, since actual visits and/or conversions to sales are much more important. YMMV.
Paid e-mail: Ugh, don't send me UCE - It goes straight to the bin.
Hang around here for awhile, and absorb some of the "current thinking" before spending a lot of money on automated solutions. That will give you plenty of time to read the "daunting" amount of info here, and get opinions from many other members - always a good idea.

Submitting with WPG and simmilar can and has destroyed the usefulness of a domain name for many who have tried it.
The common result being starting from scratch with a new virgin name after deleting the content in the banned/penalised name to avoid penalties being applied to the new domain for duplication. Probably 6 months timescale wasted.
Auto position reporting can and does end up with IPs being banned from Googles site search. There are also quotes about sites being penalised or dropped from indexes (or indeces) as a result of auto-reporting.
The overwhelming advice from those that have been on this forum for a while will be "DONT'T RISK IT"

Also, try site search (link up at the top of the page) or searching webmasterworld.com on Google. You can get many basic questions answered that way. There's a wealth of material already on the site.

I do not agree with the second part of this statement. If this really happens, I can get all my competitors banned by running auto-reporting from multiple proxy IPs. If you think about it, how can I get penalized for an evil competitor running stuff which is not in my control?
