Check to see if your domain name is already listed in the main search engines - there are different ways to do this depending on the search engine, so check their help pages if needs be.
If it is listed, hang fire & your site will be revisited and the changes taken into account. This may take a number of weeks, so don't be tempted to continually re-submit your pages.
Not listed? Then submit away! Submit your main (front) page once then just sit and wait - it's a matter of time.
Consider submitting your site to the DMOZ and Yahoo directories, if not listed already.
Again, there's information regarding all this available using the site search. Have a look around & make sure you're up to speed with it all.

DMOZ and Yahoo are good suggestions.
GoGuides is also worth a punt, and JoeAnt and Zeal while you're at it.
Pick some sites that rank reasonably well for your topic that you consider might link to you and see if you can get a link from them.
If you have good content then they will. And DMOZ and the others will also accept you too.
But you need that good content first.

I would strongly advise against repeatedly submitting your site to SEs. If your site is existing in their database, they WILL come back and re-index the rest of your pages and your fresh content
