What are stop characters & non-stop char

We are an Internet marketing firm, and developing a very robust software. We are currently implimiting mod_rewrite, and the programmers would like to know which characters in the URL are stops, and what they should be switched too. Our major client has many variables in the URL and hense there site is usually not indexed.

You might also want to have your programmers check out the specifics in the official Apache documentation for the mod_rewrite module. That should give all the information that's needed.
