I have checked a number of low competition keyword phrases (less than 2000 competing pages) and the website didn't show up in the first 15 pages. I know the keyword doesn't really make much sense but it is more for demonstration purposes to show that no matter how unique a term it will not be found. These words are included on the page and should make some appearance somewhere.
The domain name is only about 3 months old.
The domain name doesn't appear to have any bad history to cause grief (checked the WayBackMachine).
It has a unique IP address
It's pretty basic HTML static pages
The Page Rank on this page is very low in fact the PR is white in the Google Toolbar.
Can you think of any reasons why the site is not showing up in searches of any type? Is there a period where the websites are in Google but are not fully searchable?

Well there could be a few reasons. If you say the way back machine (archive.org) dosen't reveal anything suspicious, that rules out the domain name being a spammer in the past.
But even if it's only been 3 months, there should be at least a 1 to 3 PR (Page Rank) in the PR bar on your browser.
Do you have any backlinks (inbounb links) pointing to it?
That would be a good start. Get good links from other sites that have a PR of 4 or higher.
As for the rest, I guess the site will need some optimization. This forum is full of reliable and very valuable information on SEO tips and techniques.
Browse, read, ask questions. I less than 2 weeks, I am willing to bet you will have learned enough to propel that web site at the top!
