I have noticed trends across different hosting companies and server farms where certain shared servers will get indexed quicker and the sites on that server will do better in the search engine rankings.
Since some old servers are being used - the path to these servers is clear, and since the websites on these old servers have been submitted hundreds of times over the last 4 or 5 years, the frequeancy of visits to these old servers is higher than the frequency a spider or robot would visit a new server or machine.
when a new site gets added to one of these older servers - it will get index faster.
This then is my theroy. because the spiders have visited the server before it will re-visit it quicker and sites located on that server will benefit.
while i have not seen anyone marketing this type of service i have seen many robot and spider management programs that enable you to control the directions of the spiders once they land on your server.
please let me know your thoughts
