What is the best link structure?

I've heard a lot about how important link structure is, but can't find clear examples of how to do it in the forums. So, what is the best way to organize all the internal and external links on the site for best page rank and site rank (including managing reciprocal links)?

for the rest put exteranal links where they are relevant (I would say on the on-topic page).
