I've searching lot of sites and they seem useless engines. I want it to submit to best engine (yahoo, google, webcrawler, altavista, lycos, and excite.) I'm looking for software of URL submitter which has unlimited URL to submit, scheduled submission flexible(auto send every month, every 2 weeks, etc). I want to put perl script form on my website where people can submit their URL.

Price is not a problem.

Save your money for inclusion fees. Search engine submission is passé. Pay for inclusion where needed, and those who will list you for free will find your site from there.

I want it to submit to best engine (yahoo, google, webcrawler, altavista, lycos, and excite.

Yahoo - Paid Submission
Google - Submission is useless. Googlebot will find your website through links on external websites. Work on your link popularity.
AltaVista - AV implemented a ransom note code that you have to enter for submission.
Lycos - Uses Fast/AllTheWeb results.
Excite - Uses results from a number of different search engines.

scheduled submission flexible(auto send every month, every 2 weeks, etc)

Completely unnecessary. Submit your pages to the search engines once and don't submit again unless necessary. Their robots will pick up changes that you make. Submitting your pages over and over on a regular basis won't increase your rankings.

My suggestion: Forget this idea.
