For example: (all other things be equal) a page with 1,000 PR1 - 3 pointing to it will likely out-perform a page with a same number (1,000) links at PR4 - 6, on say >> widgets <<... if the anchor text and tool tip attributes all indicate >> widgets << on all 1,000 PR1 - 3 and the PR4 - 6 anchors all indicate a not-so-relevant anchor text like widgery.com.
PageRank from higher quality links will often & normally produce higher ranking but these are not the only factors.
Also remember that the PR3 links & below are below the theshold of Google Backlinks so in fact there could be 100,000 PR3 links behind what you might believe is only 10.
I would surmise that these factor play a major part in what you have observed.

if not links from other domains count for more then internal links in back links count.
The jury is still out on internal to external link ratios and PageRank to SERP performance.
I surmise that the greater the external link ratio is compared to internal links/PageRank the better the SERPs.
However, very difficult to conclusively prove this. In the theory of PageRank all links (by themselves) are equally measured.
But you can only grow a site so large before internally developed PageRank drops-off.
This fact leads me to believe that external links have a separate weighing scheme, since even external link you add PageRank grows and there is no drop-off.
