If i have a link on a page that has a PR6 for example, will that increase my page rank?

depends what your PR is and how many links are on the PR6 page

for example, i'm a new site that only has a PR1 and the other site, the PR6 one only has a few other links including mine?

Yes it will help you site, be sure to check that there isn't a redirection url involved though.

what does that involve?

something like
www.domain.com/link.asp?id=5

And it get's field 5 from a database and that's your url, and it redirects the user after that or.
www.domain.com/link.asp?site=www.yourdomain.com

so it just has to be the normal url
