Besides Yahoo ($30/mo per site) what are some other good places/ways to purchase quality traffic? I'm looking for something cheaper than adwords ($0.05 per click) and possibly of some permanence...

Short of high ranking in "free" to list search engines your best bet is local web site links, non-profit on-theme sites, and topic specific directories.

Each of these will also assist in developing your ranked position, but lots of time is needed. As far as purchasing traffic at less than $0.05 per potential sale - I doubt you can achieve much better than this -- while at the same time producing massive amounts of quality click-throughs.
