My answer – with consideration that we’ve already proposed to build the site with SEO in mind:
AS for current trends in the search engine fields, it is constantly changing - there are many arguments for not re-submitting/changing your SEO - If it aint broke dont fix it kind of approach. To maintain good listings is mainly about links from existing sites and good copy on the page itself. So in essence we would argue that there is no cost effective solution and it maybe of little use anyway.

As we all know, the time that one could spend on any given site is limited only by budget and/or sleep constraints. There is always some activity that can be worked on that will benefit the site - it's just a question of not getting to the point where the expense greatly exceeds the benefit.
But, when it comes to those with little competition, what I do is usually offer them a monthly maintenance package that includes the addition of 4-5 pages along with making any minor changes to existing pages. This at least gives you the ability to keep the pages fresh and tells your visitors that you are alive. I always recommend last revised date and time stamps at the bottom of every single page. If you are not updating, those date and time stamps can work against you so be careful.
Monitoring logs is also another important part of maintenance. There's a gold mine in those logs and you need to know how to capitalize on the statistics. I always find the referring URLs section to be quite useful when determining how well the site is being received. All those 404's for favicon, new inbound links, etc...
About time i started looking into the logs a bit more!
