Would it upset google (and other SE for that matter) If I put my meta description anywhere within the content on my page? I guess this may be frowned upon but let me know if its ok or not.

Meta descriptions need to be within <head> tags.

No... you misunderstood...

say I have within my head:

<meta name="description" value="BigWidgets - for all your widget needs">

then my first line of content text is:

BigWidgets - for all your widget needs

is this a no no?

Not only is it fine, but it's right in line with what they want.

Engines want your tags (well, the engines that read meta tags) to be reflective of your site. If your meta description happens to be a direct quote of a line in your body copy, all the better!
