Why do I see known SE spiders continually pull .css and .js files?

I have a couple of theories:

1. Some believe that they pull the CSS to find duplicate stylesheets between sites. It's one way they flag sites to see if they have duplicate content.

2. JS and CSS are probably both pulled to help calculate estimated download times for page - assuming they use that as a factor.
