Need help with strange issue

php.ini changes do not apply after reboot

I know many of you have probably seen this before, and the usual answer that fixes it is that they are editing the wrong php.ini file. I wish this was the case.

Any changes I make to the 1 and only php.ini file on my server are not applied after reboot. If I use phpinfo it shows all the default settings, it does however show that it is using the php.ini file located in the c:\php folder on my win 2003 server, which again is the only php.ini file on the entire system.

I have gone step by step over every setting and it all appears to be setup correctly. I have read over suggestions from over 15 pages of google searches and tried them all with no success. I have even completely uninstlled php and reinstalled a few times.

Has anyone else out there ever seen this and have any other suggestions you could give me?
