I guess it must be a way of tracking, but anyone knows exactly what is it doing? is it in PHP?

It could be in PHP, but it could be anything. Basically, I would guess that

track=7bb3h02axu2Y is some specific page that is being tracked
aid=00306 - is the affiliate ID or the advertisment ID
