General PHP question

how do I do this?

I have a travel agency who needs their site to have a user login feature on their website. Their customers are church groups booking ski trips. The people going on the trips will log onto the site after registering and enter in their personal info and ski rental info. The group leader of that church will also log in and view all of the info from his group. Is PHP and mySQL the best way to do this? I am new to PHP and would love to know where I need to start.
