We have all walked into a store and registerd for their free wifi and immediately we are surfing the net.
Does anyone knows where I can find the resources to build such app using PHP/MYSQL?

Why would you do that? Most commercial routers offer a "guest registration page" You can customize them usually by editing an HTML file and most will capture a piece of data like email if you want.
Just go buy a good router that offers guest login.
