If you want free options, try: [codecademy.com...] Both of my kids are making their way through the courses here. They are really good and you only need a web connection and a browser. You can start off with simple stuff and work your way up to more advanced learning.
Also free and with more advanced topics and I believe available in multiple languages: [khanacademy.org...]

Otherwise you will have to look locally for colleges which have web design/programming courses
