I'm new to PHP, and I'm looking for someone to create an indepth tutorial on how to create a login page, based on a database, that my staff can log in to, and see applications that have been created by "Post" method in a HTML/PHP form.

Have you searched for this type of tutorial? There are plenty of them out there. I would advise looking for one that uses the PHP MySQLi API.
