Is there a PHP equivalent to Alpha 5?

Hi all,

I've been playing with Alpha 5 recently and it is a brilliant bit of software. However the downside is that the applications that you build ALSO need alpha 5's server software to make them work, which means getting a dedicated windows server by the looks of it.

So I was wondering, are there any software packages out there that are as powerful as alpha 5, but designed to build PHP/MySQL web sites? Aimed at non coding web designers like myself?
