how is the simplest way to make this apps?

I intended to use Gallery2 or Gallery3 to handle the member management and storage of user face photo, while develop a customh modules to meet the requirement

I think this is an efficient way to achieve this

however, for the custom modules, should it be written in javascript, flash or others?

I'm not entirely certain there is a "simplest way" to accomplish a project of this scope. I would imagine that client-side code (JS, Flash, etc.) would be ideal for quickly "trying on" different specs.
