Price for custom script

I'm looking to have a custom script made and need an idea of what it will cost. If you are a programmer, coder or whatever, let me know a ballpark figure. Maybe about how many hours would go into something like this.

The script would allow webmasters to sell me their traffic. They would sign up, login, grab a unique link code, and it would track how many unique visitors they've sent. Some form of anti-cheat would be needed and if possible a productivity checker that would check how many times their traffic clicked on the top portion of links on my site so I can get rid of the ones with no productivity, but those links are running thru another script and can't add special link codes to them though. Not sure if that'll work.

I have a database of several hundred webmasters in phpadsnew and would probably be those same people who sign up for this, so if there is an auto way to sign them all up from their info in the db that would be great, but not necessary.

I'm sure there's more need, I just can't think of it right now.

Are you talking about a link campaign where other webmasters would link to your site, and you want a way to keep track of those referrals?

So this is kind of like an affiliate campaign.

Exactly, I just need to count how many hits they have sent me and allow them to either cash out for what the traffic is worth or trade it in for traffic back.

I'm in the business of selling traffic now and would like to have people sell me their traffic too.

I'm a little afraid of premade scripts because of security reasons. I'd hate for someone to hack in and change all the numbers around.
