How to find SMS voting software with PHP solution?

I need to implement SMS voting statistics system.
which is the the best one. Some use SMS voting chart but I do not find any with this name or the best...

You are not going to be able to implement an SMS voting system with PHP alone, if at all. From my knowledge there are services available for you to make these systems and I think your best bet is to do some research into these services to see what you can do.
Personally, however, I have not worked with an SMS system.
