parse error message in my WordPress blog

I cannot get back into the WordPress settings fix it

I received this error message after editing the (theme) functions.php code — and now I cannot get back into the code to fix it. Can anyone advise me? Thanks.

Here's the message:

Parse error: syntax error, unexpected T_CONSTANT_ENCAPSED_STRING, expecting ')' in /home/#*$!x/public_html/example.com/wp-content/themes/magazine-basic/functions.php on line 37

So what's on line 37 in functions.php? It's hard to fix code without the code.
