How to connect mail function with language and encoding?

If I have defined language how to be connected to encoding system as some characters do not work in each language and mail script has defined encoding in SUBJECT and BODY. Is the some mail function to be purchased which work in all languages and major mail software or web mails like google, yahoo..?
