I am not sure I entirely understand what you mean by "upload using mobile phones with attachment mail", so maybe you can clarify that?
Also, if you are looking for an upload script, it's relatively easy to script yourself. Take a look at the following documentation: Handling File Uploads [us2.php.net].
If you are still looking for something already scripted, you might want to take a look at additional script repositories such as sourceforge.net, hotscripts.com, phpclasses.org, etc...
